 between selling at a target and holding long term. I bought $2500 worth of EEE @
 .19 2 days ago and it's at .28. Wanted to sell at .38 but this could be a 10 bagger.
 I'm making small investments in many stocks lately so i don't freak myself out of positions and it's working.
 What % would you sell and keep?

 1/3 now ... Set a stop at .25 and sit back for a bit.
 
 Alternatively - sell enough to return your initial investment, and consider the rest as free money to do with what you want.

 Currently, I have sat on it hoping it has a little bit more steam left in it only to watch it fall and lose some money. This is something I need to work on myself.

 your saying sell 1/3now though i want to sell at .38 and place a stop at .25? Why?
 
 How about selling 75% @ .38 and holding 25% indefinitely?
